if its an official server then why its name is not there in the official servers list?
Because it is Beta Server xD

Download new version of VCMP (0.4.3 ) and u can view it without it it won't work i think

Yes, Strom many VCL's are hacking and spazzing and even drive by in driveby enabled servers and i like Vicecity Legends TDM server as it is public beta .

My suggestion is :
Change your clan name to something other
