News / Pakistani players: PTA appears to be censoring access

New concerns from Pakistani players have arisen that servers or server hosts have been secretly banning/blocking connections from Pakistan. However, it would also appear that the problem is more widespread than the VC:MP community.

On January 17, users on the PakGamers forum started a thread to complain about the Pakistan Telecommunications Authority (PTA) blocking SA:MP (particularly Code5) servers and "irrelevant sites" that did not seem to fall under the PTA's standard anti-blasphemy rules:

The same day, other SA:MP players in Pakistan began reporting similar issues connecting to servers:

Players then reported some SA:MP servers appearing to be back up, but not others.

On February 5, during 0.4 Public Beta #3, Pakistani players began to report that they could not connect to the update or game servers for no known reason, which the development and testing team strongly believed and continues to believe to be the fault of ISP or governmental restrictions outside our control.

Yesterday, Los Santos Roleplay, a popular roleplay server in the SA:MP community, announced that it would be allowing VPN usage for players in Pakistan due to an apparent blockade by either Pakistani ISPs, the PTA and other government authorities, or both.

Given the pattern of connection issues to SA:MP and VC:MP servers from Pakistan, it is highly likely that any sudden issues connecting to servers is caused by IP, port, or traffic blocking by ISPs or the Pakistani government, and not a coordinated effort by numerous server and host owners.

Due to the situation at hand, here's what can be done:
  • Developers and server owners are unable to help you. We cannot program VC:MP to circumvent these blockades as connections are being blocked to entire IP ranges.
  • Pakistani players can email the PTA asking for further information and assistance. You can also play with a VPN, but please ask server admins before using VPNs, as they may also be seen as a method of ban evading, and may result in you being banned by server administrators themselves.
  • Players outside of Pakistan should not experience any issues and should be able to play as usual.

0.4 Public Beta #3 / Patches for Beta #3

An update has been made to the browser addressing the following issues:
  • Attempted to fix issues with players who did not have the Visual C++ 2012 runtimes installed not being able to launch the browser.
  • Fixed Steam launching.

0.4 Public Beta #3 / VC:MP 0.4 Public Beta #3

There will be a public beta test of VC:MP 0.4 on Jan. 26th.
Please read the entire thread first.



Testing Information
A third public beta of VC:MP 0.4 will be held on January 26th beginning at 12:00 GMT. This test will last at least 24 hours and will continue until the beta testing team believes that enough information for bugfixes has been collected. Beta testers and developers may ask you to do certain actions in order to find bugs or other issues in the server, and in those cases, you should do as they say. Otherwise, you should play as your normally would on any other server.

The gamemode will be a classic Team Deathmatch server, essentially identical to that used in Public Beta #2. There will be multiple classes to select from, including a free-for-all team. Members of the same team (excluding the FFA team) cannot attack each other. There is no objective. Other commands have been added to accommodate stunting.

A later public beta will be held in the near future with a completely rewritten script to test new features in 0.4 in more detail.

A shortcut will be created on your desktop by the public beta installer to launch the server browser. The server browser will automatically list the public beta server in the favorites tab; the browser will then download the very latest client available. Please make sure that you install the public beta to a fresh/new installation of Grand Theft Auto Vice City to eliminate the possibility of crashing occurring due to any modifications you may have on your installation of Vice City.

As this is the third beta of VC:MP 0.4, the main goal is to continue to find and patch bugs and crashes in both the client and the server.

Some useful commands:

T - Chatbox
F5 - Scoreboard
TAB - Console
V- Enter vehicle as passenger
Alt + Enter - Switch between fullscreen and windowed mode
/reconnect - Typed into the chatbox. Will automatically attempt to reconnect the client to the server if the server happens to lose connection.
/help - Displays some useful ingame commands.
S (Spawn screen) - Spectate mode.


Changes During Beta 2
Stability and sync improvements
  • Fixed the infamous 4D8D45 crash
  • Fixed a server crash caused by the banlist not being loaded at the right time
  • Player slots are now marked as empty immediately after kicks
  • Fixed crash caused by objects being placed out of map bounds
  • Improved spherical linear interpolation to fix issues with vehicles jumping or doing flips while driving
  • Fixed Vice City trying to remove players without asking

General bugfixes
  • Client
    • Dying players can no longer be inserted into vehicles
    • Money pickups no longer appear when hitting parking meters
    • Fixed PCJ reverse speed
    • Grenades now throw properly when colliding with an object instantly
    • Sea Sparrow helicannon is now listed as a helicannon instead of an M4
    • Fixed shots not hitting a player who is scoped/zoomed in with a sniper
  • Server
    • Fixed an issue where entering back doors of vans would cause you to be ejected automatically
    • Fixed custom map buildings not disappearing on disconnect
    • Fixed a bug that caused vehicles to not be removed
    • Fixed a bug that caused objects to not be removed

Newly implemented features
  • Servers can now transfer files
  • Custom objects have been implemented
  • XML files can be used to define IPL-like maps which do not contribute to the object limit
  • Any static map object may now be hidden, including garage doors
  • All vehicles now have an increased maximum height limit of 12,000m

  • More vehicle animations are now synced, including falling off bikes and exiting vehicles
  • Vehicle collision and melee damage are now reported
  • Door rotation no longer resets when entering or exiting a car
  • Fixed a crash caused by using objects without collision models being used for pickups
  • Driver death reason is now reset when setting a vehicle's health
  • Fixed client sometimes thinking it's not in control of a vehicle (caused it to be indestructible)

Create a new thread with a brief description of the bug and put the tag "[Bug]" in the title. Include details such as how often you can reproduce or recreate the bug (always, sometimes, or rarely), what you were doing when the bug happened, and what you think caused the bug.

Reporting Crashes
The server is configured to collect crash information from players, but in order to better track these issues, please follow these instructions as well.

Crash information will appear in the folder you install VC:MP into. For example, if you installed VC:MP into C:\Program Files\Vice City Multiplayer, then there will be crashlogs in this location:

Vice City: Multiplayer has been published on ModDB in order to host a central hub of information about VC:MP, as well as to better showcase the mod to people outside of our community and allow ourselves to grow. We believe that everyone—players, server owners, developers, clans, etc.—will benefit from publicity.

As more news regarding 0.4 and community developments arise, we plan on publishing them on ModDB, as well as we already do on our development blog and the forum.

Due to numerous attempts at propagandizing both clans' standpoints, cluttering the forum with arguments that are irrelevant to the VC:MP community at large, and several personal attacks on both ULK members and outside parties, no threads or posts regarding the ULK split will be allowed from either side.

Attempts at making further posts of such nature will be removed and may result in either or both ULK threads being locked, as well as appropriate punishments for spamming and flaming if necessary. Posts on this forum are limited to official announcements from either clan regarding their membership rosters only. Announcements decrying either side will be removed, and the above will still apply.

This action is being taken not strictly because of repeated outbursts or rule violations, but also because of the potential for future harassment, none of which is in the interests of the VC:MP community. As such, until both parties agree that any remaining conflicts are resolved, or until these discussions have cooled down, this subrule will remain in place.

On a related note, all internal clan disputes are no longer to be discussed here. This board is a place to build awareness for and post relevant updates about clans in VC:MP, and not for debating clan politics that are irrelevant to most other people, and thus considered spammy. Posting updates about memberlists is still okay.

Overview
I recently saw aledark's votekick command release, which I thought was a nice script, but could be improved in various ways. For one, it's more difficult to set up than if it were a filterscript. It's also difficult to follow code-wise, and is not as efficient as it could be, using 256-cell arrays and requiring INI files for something that could be set up easily in-memory.

For those reasons, I decided to create this filterscript to give a more proper example of how a script like vote-kicking could be implemented.

Installation
  • If you have not already done so, create a folder in the same directory as your server named "filterscripts"
  • Unzip rtv.amx (and optionally, rtv.pwn) to the filterscripts folder
  • Add the following line to server.cfg: filterscripts rtv

The script is highly customizable. You can change everything from the amount of time a vote lasts to the messages sent during voting, allowing you to tweak it to your liking and even translate it easily.

To edit it, you will need Pawno or a similar Pawn script editor. At the top of rtv.pwn (included in the download), you can edit the lines at the top:

  • Updated the client to fix several crashes
  • Fixed the uninstaller to avoid obliterating the Vice City directory when installing to the same folder as Vice City
Notes
If you installed to your Vice City folder, DO NOT run the uninstaller from the last version. You risk uninstalling Vice City itself. This does not apply if you installed VC:MP to a separate folder.

This update will install to 04beta_t2b3

The 40778F crash occurred first and I recovered from it, but a second or two later I got the 6616B7 crash, which terminated Vice City.
