That just says, Make sure you have the latest client.

About the timeout problem, It can't be anything then your internet. If your connection gets blocked by a firewall it doesnt even connect, or show the spawnscreen. it would hang at Connecting to...

Are you sure you've placed the .inc files (from dubd, dutils etc.) into your includes folder (inside your pawno installation)

Maybe you're using something like a bad wireless access point, or having old drivers.
