Description: When you sit down in Infernus, such sensation, that it is raining.  :(

Reproducible: Sometimes.

What you were doing at the time of this bug: When I sat down in Infernus.
What you think caused the bug: I think, that the mistake is caused by weather.

Actually, it's not a bug. Not even in Vice City.

You can edit where you want the rain to be and where you don't want it to be. However, Rockstar didn't disable rain at that specific spot.
