Im trying to make my server public. when i try to double-click announce.exe, nothing happens, and nobody can see my server.
Does a low ping also contribute to this?
No, ping has nothing to do with it. Check is your ports are forwarded.

what does announce.exe actually do??
It makes the server appears on the list. If you dont have it and the ports are forwarded it will not show. You have to manually put the ip.
Hmm, mine always appeared but I never ran announce.exe :P
announce.exe auto-runs with vcmp-svr.exe
so of course you've never used it ;)

Press this button:

and add the server address so you and those who know it can join the server.
This wont make the server appear in the browser though, you need to forward your ports to do that. Help for some routers can be found for example here (http://portforward.com/default.htm).
remember your local host (if you are running the server and YOU want to go in it) is 127.0.0.1

yea localhost:5192 or you port modific ;)
ok i did that but i can't forward 5192 and 5315 and i have a router
