and when someone does anything wrong i ban him ,but he changes the ip and he will be back again

i have got banned with no reason just because i'm from [KiLLeR] clan on little whiyte's server
and i have got a subnet ban by :playerX , so guys i wanna find a solution with that problem and i wanna be unbanned plz .
