I don't see this posted anywhere, and its a really annoying bug..
Most players become invincible when aiming a the rocket/sniper, whats going on here?
When I first came across this I thought it was just because the person had really bad lag, but then I seen it happening to nearly everyone.

Yes I know this bug too. You can only damage the person by using explosion, sniper or any shotgun at him. If you attack him in other ways, hes invincible.

Yep, sometimes even nothing can hurt the player.
From what ive seen ingame when aiming those weapons [rocket/sniper] seems to make other players guns randomly pause\stop shooting, and the bullets they are shooting at you in their screen hit dont go anywhere near you.
Mmmm, maybe you can try this, try to shoot them little above their head when they use that animation.
