There is abosolutely nothing you can do about it, since it is a common bug in 0.3zr2's Pawn server that rcon server doesn't start. It does not prevent the "main" server from starting up though, but you are unable to connect to it through the remote console. It will probably be fixed in the upcoming version.

You can actually fix the issue. Just add "rcon_max_users 2" line in your server.cfg.
