Looks like you haven't installed VC:MP in the right path, or either you didn't locate the VC executable. Open up "VC:MP 0.3z Updated Server Browser" and hit "Tools", in the toolbar, "Settings", and "Vice City Installation Location". Once VC executable is located, it should run with no problems :)
Or, on the off chance, you don't actually have Vice City installed, :P.

i got it working but its takeing me to my shop brought 1 not the mp 1

that usually happens when you install vcmp in the wrong place
or when having the 1.1 version.
you have to replace your gta-vc.exe with this one: http://tdhclan.ru/files/gta-vc.exe

Find gta-vc.exe and copy it, then paste it where Mss32.dll is.

It is in your Vice City default (root) directory.
