And with a crappy computer, it gets full quite fast.

Buying ram? Heh first time i played VC, i had a computer with 128MB so comparing with todays PC's ram's its not much. And as he said VC worked for him. So if rebooting didnt worked, he must have last time installed new drivers or some other crap.
Btw. i remember i have installed from Windows Update an Office Live blablabla. After this gta and other games wont start too :D. I have used the "recover pc" thing :/.
But back to the topic. Kingston must say if he has last time installed something new on his PC. Maybe installing VC on D:\ instead of C:\ could help too. It helped me with GTA SA rofl.

One can have 2 Gb RAM with 1900 Mb of them busy (theoretically).
I got that when i was running VC + Google earth on my old PC.
Kingston, You probably have too many programs running at same time.
1. Go to "run" --->
2. Type "msconfig", press enter
3. Click on "Services" tab
4. Check(tick) "Hide all Microsoft services"
5. Do disable all.
6. Press Ok....restart PC.
If you think there is some program that you dont wanna close....just uncheck it from the list.

Guys, you are sure that is the RAM? For me he must buy a new video card because the video card that he has is old.

If it was, VC wouldn't have started before.
This error would occur when VC cant detect more than 12MB of usable graphics memory (NOT system memory).
This would happen due to bad/no graphics drivers installed. It may also happen if all the graphics memory is being used. Since it worked before i would say his system has either broken itself, or hes uninstalled the drivers without knowing what hes doing. Or hes running another game in the background on a low end graphics card with very little vram.
Kingston: Can you provide us a screenshot of the display tab in dxdiag (If your running XP, go to start -> run then type dxdiag In vista or 7, type it in the start menus search thingy)
This will say the graphics card, driver information and detected graphics memory, aswell as any problems detected.

Anyways, Right click "My Computer" and choose "Properties", click on the "Hardware tab" then the "Device Manager" button.
Click the + sign by "display adapter" and it should list your video card.
If you know that, you can just google it for Drivers

Kingston your graphics card is an ATI Radeon 9200.
You can download the latest drivers for it
here. (http://www.amd.com/uk/Pages/AMDHomePage.aspx) Just select "Graphics", Your operating system, Radeon, then "Not sure".
I am unable to find the exact drivers since your video card isn't displayed and I don't have an idea what your OS is, all though it may be a modified XP, Vista or 7.
download AIDA32 or EVEREST ULTIMATE, both are hardware probers/diagnosntics and provide you with direct links to any driver downloads.
Suggestion For Kingston: instead of spending 24-7 playing vcmp and failing miserably by raging and hacking and getting banned from servers, get your ass out there and find a job, get some money, and buy a new computer.
