Yep, there is. You have to find a server with free shell accounts (http://en.wikipedia.org/wiki/Shell_account). Then, you will be able to launch your own server.

I've never used any of free hosts, but let's face it - 90% of them will lag as hell... If you don't expect a lot of players you can choose one, but only as a temp host. That's my opinion :P
Shell account can be used in linux only.
