I played samp and it was boring a little bit so ive downloaded vice city again and started playing multiplayer.. but when i play vcmp i dont see players names what to doo?? even when ii press F4 nothing happens pls help

When i try to kick someone at my server I enter /kick <name> but that kicks me out?!?! What do i enter to kick other players? pls help (Thanks)

The problem is that i cant make myself an admin at my server... I don't know how.. This is the admin thing:

So where will i put my username(how to make myself an admin)? and how to make to register and login into server pls tell me...
