Well, it seems that you wrongly installed vcmp client. Please check mss directory, and see vc-mp.flt right there. If no-file, install client again.
Also make sure there are no modifications installed on your computer for gta vice city game.

make sure u downloaded vcmp 0.3 critical update and u are joining the server what requires this version.

mayby u dont have a vc-mp.flt in mss folder, anyway install vcmp 0.3 to your vc directory, that always help ._,

Make sure you installed vc-mp 0.3z and after it, vc-mp 0.3z critical update.
I think vista doesn't matter here.

Play alot vcmp, be honestly, dont break any rules and they contact u.

Well, i didnt see fake-tommis nick in any vcmp server.

Install it to ur vice city directory and play by running vcmp.exe and selecting server.
