If you read the sticky thread on modifying vcmp_config.txt, you would know that you're fully capable of changing what key expands the console.

The keycode of the key that expands the console.
Allowed Values
Integers (whole numbers) -- see this list:

As a nice compromise, I'd like to suggest that the devs make this an option in vcmp_config.txt:
con_typeloc
Description
Determines whether the typing area of the console appears on top or at the bottom.
Acceptable Values
0 - Typing area appears at the bottom of the console
1 - Typing area appears on top of the console
With the typing area at the bottom being the default.
