Vice City Multiplayer

Greetings fair players,
I have just recently stumbled upon a dire desire to re-install GTA Vice City, and play it on LAN. I was amazed (but not that much, really, I thought someone made it possible in the 10+ years since Vice City was launched) that you guys are here, downloaded & installed your server/client, had some trouble making it run (the evil DEP issue, even on Windows XP) but its finally here.
The main problem is that there are no pedestrians, or cars on the road, or mostly NPCs, and I feel it to be kinda desolate.
I've checked a bit the internets, but as I'm not that well-versed into the scene, I got quickly lost and would very much appreciate if one of you, more knowledgeable folk, know better and can help me out.
What I have planned is 2 or 3 PCs on LAN to have the same game, client and one of them to also be the server. So if its a matter of installing a few things, modules etc. I can easily do it on all the involved PCs.
Can this be done? Can we play with pedestrians?

The purpose of having a multiplayer client is that you would interact with other players, and not NPCs. Bearing that in mind, we have not focused on implementing NPCs yet. NPCs are planned to be added in the future, but not in 0.4.

NPCs can be added the limit about 790... NPC needs:
Timer,
Many NPC object (with different animations).
Everything is easy except for making the NPC models...

I was thinking about adding custom objects as NPCs too. :)
