Support / vc-mp 0.4 can support input chinese?

hey man, you know, vc-mp can't type chinese. only can type english.  No good.  Vice city have the Chinese version， why vc-mp 0.4 can't
support type chinese??   Hope that the developer can improve this, that we can type in Chinese！ thanks

if player use minigun,  can Automatically checks ， wep=33  just ban

if Car speed and the player speed > 200
can  auto kill the player?
