Title: /getveh did not spawned vehicle. but put me at vehicle's position

Description
Sometimes when using /getveh, instead of spawning vehicle near me and putting me inside, i was put in the driver seat of the vehicle. And the vehicle did not spawned near me. I am not sure if this is a bug, or some feature where vehicle spawning is not possible. But this occured to me several times.
Reproducible
Play for sometime and it may occur
What were you doing at the time of bug
Trying to spawn my vehicle
What do you think caused the bug
Frankly, i donot know.
