For example

I write "!sendletter 0 Hi"  -- !sendletter ID MESSAGE

Id 0 wrote in his "seemylatters" and sees the message in his left another player.

please make a full script that could only throw it in the gamemode

You people do realise that there is /msg [ID] [Message] built into VC:MP right?

Just write a code that saves messages in a file at the section named after the player it was sent to.
Then write a code for reading the players section of messages.

wants only to send private messages to another player, or to go keeping ID's messages
