Title: Installing scripts for my Vice City server?

I have searched and searched for how to install mods and such but I have no luck in finding out how to, also I can't find the "config.ini"

Sorry I'm a noob with this stuff.

Sorry man it is server.cfg you can open it with notepad

Alright, I have that. So what do I do to install the mods? I read the tutorial but it didn't tell where the scripts go or anything.
