Hey Man Im Found Some Tools Called "Developer Console" For GTA VC
And author is Jernej And maybe He is Here too

Why Im Asking This ?
Some IDs (Skin And Vehicle ) Are same

Jernej and Jeranamo are not likely the same people. VC:MP was created by the SA:MP Team as a side project until San Andreas was released for the PC, and not by Jernej.

In Vice City/data/default.ide you will find a list with skins and vehicles, and it has the same IDs like in VC:MP wiki.
