is it actually can open a server without open your computer ? Like upoad it to somekind of web or what ?Like littlewhitey or other ? and how to become oficial server like littlewhitey ? thank you.

No..

You either need a Dedicated Server or VPS. Most webhost wouldn't allow this. Plus, they don't have the functions that a VPS host has.
and how to become oficial server like littlewhitey ? 
If I recall right, developers, beta tester and moderators vote? I'm not sure. Not every server can be an official server.

Developers and beta testers receive requests from many people to upgrade their servers to Official status, but very few of them are realized. First, it's up to the discretion of the person getting the request to decide whether or not to put it to a vote at all, and if we feel that someone is just spamming requests to as many people as they can just to try to even make it to the voting stage, we may just ignore them outright.

If a request is taken, a beta tester will usually go on the server (mostly with an undercover alias to avoid 0.4 spam and arselicking) to check it out. If they still think the server is a good candidate for official status, or if they don't care to go on the server, then it gets put to a vote.

The vote really doesn't mean much since the developers (read: maxo) have ultimate control over whether or not to add a server to the official server list, but voting does tend to sway such decisions unless the vote is split. Most of the time, when a server receives a large majority of supportive votes, it gets added. There have been numerous votes rejecting servers, though, and even one discussion to remove a server that had already become official.
