Who know any website that didn't  need money to register to host my server ? If can please tell me, thank you !

Nonsense.. There are quite few host who offer free VPS. However, you can get a friend with money to but a VPS host for you.

I Do Free Server Hosting
Currently The Port 5190 is vacant So You Can Give Me The Server To Be Hosted
and note that due to my service is free your ping will be high on the server
i will be disabling anti ping kick in the server
