Please tell me how do i can create a IRC for my vcmp server?

Firstly. Why you title your topic with "HELP" or maybe "HELP ME PLZ"
Second. IRC Is only work for Squirrel
Third. PSA is bugged.

IRC is not working only for Squirrel, but for Pawn too.
You should explain this guy what PSA means...
PSA is a plugin for Pawn Scripting platform which makes the connection between a server and IRC. It's disadvantage is the lag, because the plugin starts a timer that calls a function at every 500ms.
I think it is working, because I remember DilsonTB (http://forum.vicecitymultiplayer.com/index.php?action=profile;u=9509) having an IRC for his pawn server.
Squirrel is another scripting platform, developed by Liberty-Unleashed (http://liberty-unleashed.co.uk/) Team, to actually test the Squirrel platform. (to know if it is or not better for LU)
It is more advanced than pawn in this version, it has more functions and events/callbacks, and it's more stable.
PS: Next time, find a better title for your topic; there are thousands of topics called "Help" :|
+ there is a rule that warns everybody to not call a topic "Help", or the topic will be removed.

Actually, these days it counts as a deprecated version of VC:MP, but since it's 0.3z-R2 too (while PAWN version is bugged/insufficient and SQuirrel version isn't officially supported at this point), a good old mIRC server, still could be a viable solution for this task.
