I have mss32.dll in my game directory, I also tried to download the one from the dll site, but the same error comes

I have checked FAQ, and now it asks for mss32.dll, and I already had it in the game directory, but I downloaded from the dll site, and still no sign of life, it just shows that error

I start VC-MP, and press connect on any server, and nothing happens, I have Vice City installed, and 0.3z, just downloaded it
