Well I Dont Know How To Create Skins In 0.4 Cz their is nothing in wiki for creating a skin and i know how to create skin through xml plugin server.conf but i dont really like using that so is their a way to create skins? or we have to use server.conf?

why dont u just create ur own script like vccnr?? and a server named "vcnrp" just edited the vccnr script and is now 2nd famous server in vcmp :/
