Rockstar never actually stole anything. Every GTA game made (Not sure about 1 and 2) has influences from movies, tv series and such from a specific decade. In Vice City's case the decade would obviously be the 80's and the most remarkable influences being Scarface, Miami Vice and Carlito's Way.

Que indeed, if you look at some of the most popular RP servers on SA-MP, every single of them are based on the /me command or alternative versions of it. That's pretty much the only convenient way of roleplaying your actions so I don't quite see what makes it "nonsense".

I doubt you installed your copy of Vice City in C:\\gta-vc.exe.

Open your VC-MP browser and click Tools > Settings > Vice City Installation Location. Then choose your gta-vc.exe from the directory it's installed in, which is most likely either C:\Program Files\Rockstar Games\Grand Theft Auto Vice City or C:\Program Files\Steam\SteamApps\common\Grand Theft Auto Vice City.

Are you absolutely sure your Vice City is installed in D:\Gta Vice City 17 directory?
Most commonly Vice City's installer installs it either in X:\Program Files\Rockstar Games\Grand Theft Auto Vice City or in X:\Program Files\Steam\SteamApps\common\Grand Theft Auto Vice City if bought from Steam.
