Could you explain the issue a little better? Try setting normal gravity, it looks like it's high.

Looks like you haven't installed VC:MP in the right path, or either you didn't locate the VC executable. Open up "VC:MP 0.3z Updated Server Browser" and hit "Tools", in the toolbar, "Settings", and "Vice City Installation Location". Once VC executable is located, it should run with no problems :)
