[Patched] [Bug] Constant 25 FPS

Description
Before my FPS would be 30 in 0.4, but now everytime I play it is 25.

Always

What you were doing when the bug happened
Just playing.

What you think caused the bug
Idk, maybe the server or 0.4 itself.

UPDATE: Right now it went back to 30.

Futhermore, aXXo seems to be experiencing the same thing.

yes only sometimes fps go to 27-28

I never had any problem while playing it. Infact i had 40 FPS constantly and it even jumped to 60 every now and then while the FL tried to force it back to 40 (as it didn't go lower then 40FPS).
