make a command to spawn a vehicle
Example: /spawn ped1 /spawn vehicle pcj600 etc.

Nope, that's dynamic spawning. Dynamic spawning isn't available at the moment.

Yes,

That exactly is not possible, but it is possible but with Vehicle IDs based on the config.ini i believe. So you COULD do /c spawn # and even you can change the # into names, but you would have to script that
