Um... it won't take off? Helicopter doesn't fly because there's gravity, it flies because of the pressure difference between the air above and below heli's main rotor (pressure below is higher). On Moon there's no atmosphere, so there's neither air nor air pressure. :/

I have never tried flying a heli in SP, might take a look soon; don't think Rockstar will care about VC anymore though.

Well it was a rhetorical question anyway. The point is that we don't have the source code for VC so we don't know exactly why everything works the way it does.

If a vehicle flys when there is a lower gravity, so a helicopter should fly * fly [2x]. Maybe thats why helis got crazy. Anyway this wont be fixed :p.
