Official Rcon.exe 3.0

Will this work? http://www.gtaforums.com/index.php?showtopic=259289 Or is it only for the older versions of VC:MP? If it does, then could someone tell me how to use it?

It may work, but I'm unsure if it's useful.

Type servers IP, port (rcon port?) and admin password to get control over the server.
