RCON commands and script made commands are two things.
RCON commands work with / (like /goto 0) where as script commands work with /c  (/c register, /c setlevel).

Now, to use /c setlevel, you may have some level set in your script files -ini's, databases etc. It depends upon your script. This has nothing to do with RCON Admin.

depends on your scripts

but comums:

Warchiefs
GUPs

In Warchiefs you go scriptfiles -> registers or registered not remember -> Search your name -> open this file where your name -> change your level

In GUPs you go scriptfiles -> Users -> Search your name -> open the file where it its name -> change your level
