Can't install VCMP

What you were doing when the bug happened
I try to install VCMP, but error has pops up, and it shows can't write file, ant these error pops up with all VCMP files.

What you think caused the bug
Maybe Windows 8 is bad?

Did you install Visual C++ Redistributable 2013 ?
If not, install it and try again.
