Epically impossible, if you wanna play as that skin why not just play WoW it's self?
Mind you, playing WoW it's self is a bad thing so don't know why you would either use it as a skin in Vice City or play it.
actually it is possible, but you need to contact someone who knows how to edit gta skins. However the detail you see on that image will be reduced greatly :-X
