i have a Modded Vice city, i added some building and so ... and i wan't to made it online, so people can play my modded version

No. If you really want to play on this modded map, share this mod with friends and create a private server.
Well make it private with pass or when those people who dont have the map join it crashes the whole server :o isint NC?
In fact no. Only YOU see the map mod. Someone who doesn't have this mod, will see you flying in the air. But it won't crash.
