in your scripts dir.
just replace ur rcon.dll in ur scripts folder with the new one
unless ur using a script based on the awesome DLL from vrocker.
VRocker's new DLL can be downloaded here: http://liberty-unleashed.co.uk/vcmp/vc-mp-r2.zip
(This DLL does not yet support all new functions added in RC2, but it does what it did before on a 0.3z server (so all commands work))

just download FBS, WSV PsySqlite or any other public script around if you can't script a base yourself
