Well I have little knowledge of pawn, but I'll try to explain it theoretically  

At first of make sure that there's a function or something that would detect the movement of a vehicle. (If not make one!)
When vehicle movement is detected use a function to display the text on the screen that contains the speed. And when the vehicle is exited remove the text from the screen.

Hope something made sense to you. Too bad you don't use mirc, so I could give you a script for that.
