H1 all im new and i don't know good english so if i write some wold wrong sorry. So ..
1.When i start server i see hackers in mine server have guard or something like this to disable hackks.
2. Where can i get VC:MP Mods and how to install..

1) You have to ban them manually. There are certain hacks that can't be disabled.
2) Mods? If you want VC mods, don't play VC:MP then, it won't work.

You can ban cheaters by logging into rcon with /admin pass command, where "pass" is the password you have in your server.cfg's rcon_password line.
