Is your firewall configured not to block vc-mp? And have you checked the FAQ topic already?

I have checked FAQ, and now it asks for mss32.dll, and I already had it in the game directory, but I downloaded from the dll site, and still no sign of life, it just shows that error

I think you should try to reinstall your Vice City. I got mss32.dll by installing the game, and didn't need to download it from internet.
