Port 5192 must be forwarded on your router.
go to run> cmd> ipconfig and it will tell you your ip. Type your ip into your browser.
If that ip doesn't work go to whatsmyip.org and put that into your browser.
Depending on what router you have, forwarding that port can be different. Somewhere you will find the option of forwarding ports. Forward port 5192 and 5315.
It will ask which kind. TCP or UDP and since I don't know what it is. Just do both. Then run announce.exe and your server will be public.
