you can use this command in your server

/set 16 [iconID] [pos.X] [pos.Y] [pos.Z]

but first you need to log in with the rcon pass ok...

here is a example

/set 16 13 492.27136230 -79.92391967 11.48377132

if you just put

/set 16 it will crash

and if you just put

/set 16 [iconID] it will appear on golf field ok hope you like it

Isn't there a CreateMarkerForPlayer function? In VCMP Squirrel there was one, then you can put that after the player join command.
