Admin Help needed Announce.exe

HEY
Have made my server and i have scripts too FBS and GUS running on it i also connect it on and i play it  alone!
i have problem ..i have forwarded ports + DMZ host allowed to my interval ip XD
+i have waited 3 months running my server .with no shutting down or crashing i have it on another pc (its vcmp server) win xp professioanl running on.i want to see my server on internet list
but problem it what is announce.exe file is used??wtf? is that .when i try to open it it do nothing!? nothing i also have put "announce 1" on my server.cfg but it not working!!
when my server started 3 months ago it shows warning
Unknown command or variable
  announce
 

Wtf is that? what i have to do ? please tell me! 
i have also update rcondll.dll

Its not Static!
