I think the proplem from your windows try to reinstall it 
hexman. or who you actually are.. its not the prob off windows..
neox if you keep getting the same error reports try to reinstall vice city and vcmp
or if you keep getting the same thing. try firstly install the 0.3 fixed edition.
and then when u installed the fixed edition. then go on the 0.3z and install it over.
meh i rly ain know about this. i think it will help if you give a try.
