make sure you downloaded the last version of servers:

(every mIRC scripts of vice city:mp need the last dll to work )
if are everything ok and scripts are not working you need the last DLL: http://liberty-unleashed.co.uk/vcmp/vc-mp-r2.zip

GUS 9.0 won't work with 0.3R2 with rcon.dll and you need officially released rcon dll which came with 0.3r2 package to create your mirc script or use Vrocker's dll and modify fbs 2.0 to work with 0.3r2.
