Nothing happens when I double-click it on win8pro with every resolution.

Works however on the other machine which runs win xp sp3.

Windows 8 users.
Try changing the compatibility settings to Windows 98/ME. That worked for me.

Reporting Crashes
The server is configured to collect crash information from players, but in order to better track these issues, please follow these instructions as well.

Crash information will appear in the folder you install VC:MP into. For example, if you installed VC:MP into C:\Program Files\Vice City Multiplayer, then there will be a file named errorlog.txt in this location:

C:\Program Files\Vice City Multiplayer\04beta_b1t1\errorlog.txt
