I can't find my server

I already finished the config with the http://vercettig.awardspace.com/uploads/VCMP-Server.Doc-Windows.pdf
TUTORIAL
and I have everything alright, when I open my vcmp-svr everything is ok, with no problems, but when i want to enter i can't find the server on the VC-MP on the Internet part, maybe I'm looking the server ina  wrong place or something, If someone know the answer plszz tell me

If you are running the server on the same computer that you are connecting to using the client, you (and only you) should use the ip 127.0.0.1, anyone else who is not on your network should use your external ip (http://www.whatsmyip.org/)

It may also be that the ISP doesn't forward your ports.
