If audio in single player is broken, something may have gone wrong. Have you installed any mods recently? Have you changed your system configuration or hardware setup?
In any case, try deleting the gta-vc.set file in the Vice City folder in My Documents and see if that at least fixes the single player audio issues. If it does not, make sure your installation is still intact.
